The Finance Department is responsible for ensuring the financial stability and viability of the District, and ensures that statutory requirements relating to finance are carried out. It manages financial reporting and control, oversees the implementation of financial management policies, and provides financial information and advice to council, District departments, and the general public.

The following services are the functions of the Finance Department:

  • Day-to-day accounting
  • Accounts receivable and payable
  • Monthly reporting
  • Annual reporting to external agencies
  • Fiscal planning and community engagement related to the annual budget process
  • Financial analysis
  • Financial plan development
  • Cash flow forecasting
  • Management of DOI reserves
  • Tax collection
  • Utility Billing

The Director of Finance is Council’s financial adviser and is expected to provide advice on financing capital projects, developing five-year plans (which include both operating and capital expenditures), the legality of expenditures, and taxation policy.

In addition to the usual accounting functions and the preparation of applicable bylaws and policies as they relate to the municipality, the Director of Finance is responsible for the safekeeping of money and securities, investing funds and ensuring that local government expenditures are made in accordance with policy and the law.
